The funny thing is, I find remote work makes it worse. The 5% of people who are conscientious and just NEED to work to be happy do everything whereas the rest just pretend to do things.

You can't get rid of them but their lack of yaruki plus being remote means it's easier to do the job yourself than to get them to work.
